Fuel Recovery Fee
Blue-Pencil has implemented a temporary fuel recovery fee that is applicable to transportation-based services, including document destruction and records management services where transportation and service vehicle use are required. This fee allows Blue-Pencil to respond to extraordinary diesel cost increases while continuing to provide the secure, reliable service our clients expect.
Over the past 30 days, diesel prices have increased sharply due to recent Middle East conflict and related disruption in global oil markets, which has driven sharp diesel price volatility. Because our service operations rely on routing, transportation, and specialized service vehicles, these sudden fuel cost increases have materially affected our operating costs.
This fee is intended to help offset exceptional fuel cost increases and will be reviewed monthly. As diesel prices normalize, the fuel recovery fee will be reduced accordingly.
Fuel Recovery Fee calculation methodology:
The fuel recovery fee is calculated as a percentage of invoiced applicable services and will be applied to your invoice subtotal before taxes. It will appear on the invoice as a separate line item.
The applicable percentage is determined based on the average diesel price and is reviewed monthly.
Calculation Example
The fuel recovery fee is applied to the invoice subtotal before taxes.
If your invoice subtotal is $100.00, and the applicable fuel recovery fee is 4.5%, the fee would be calculated as follows:
Invoice subtotal: $100.00
Fuel recovery fee: $4.50
Subtotal before taxes: $104.50 + applicable taxes

Recycling cost recovery surcharge
Blue-Pencil has implemented a recycling cost recovery surcharge that is applicable to document destruction services. This surcharge allows Blue-Pencil to maintain acceptable operating margins in the face of recycling cost increases and/or processed recyclable decreases and is based on the commodity prices in the market.
We know that by implementing this surcharge, we can continue to maintain the high quality of service you have come to expect from our company. The change in rate ensures that Blue-Pencil can continue to provide you with program features not offered by other vendors
Recycling Recovery Surcharge calculation methodology:
The surcharge calculation method is based on a percentage of invoiced document destruction services and will be applied to your invoice subtotal before taxes. It is calculated based on a national average of recovered paper commodity prices. It will adjust monthly from published domestic market price for SOP. This surcharge will appear on the invoice as a separate line item.
Calculation Example
The surcharge is applied to the invoice subtotal before taxes.
If your invoice subtotal is $50, and the published price per ton of paper is $183.00, the surcharge would be 4.9% based on the table below.
It is calculated as follows:
Invoice subtotal $50.00
Recycling surcharge $2.45 (4.9% * $50 = $2.45)
Subtotal before taxes $52.45 + applicable taxes
